What do the statistics about Covid-19 for Gibraltar say?

Lots of claims about Gibraltar circulate online and in the news.

Has Gibraltar given two vaccine doses to its entire population?

This is a common claim both in print and online media. The claim derives from the high number of doses given in Gibraltar. For example, the Evening Standard wrote:

The Rock has administered at least 94,469 vaccine doses so far which is enough to have fully vaccinated 140.2% of the country’s population.

Clive Palmer, chair of the United Australia Party, argues:

If you go to Gibraltar, for example, the most vaccinated country in the world with 118% vaccination…

Some people then round that figure down, to 100%. As Our World in Data notes, vaccinations went to those visiting Gibraltar, as well as residents.

Gibraltar’s entire population have not had two doses of Covid-19 vaccines. Its vaccination programme of those aged 12 to 15 began in October.

Nor is it true all adults in Gibraltar have had the vaccine. Every day, the HM Government of Gibraltar account on Twitter posts information.
